Speaking at: East England Roadshow - Cambridge - 22 October 2013John has been a corporate director and statutory finance director for over 17 years at four local authorities. He is also president of the Society of Municipal Treasurers. He was appointed as Executive Director of Strategic Resources at Peterborough City Council (PCC) in 2005.
He was a driving factor behind the creation of Blue Sky Peterborough Limited, an Energy Services Company (ESCO) wholly owned by PCC. John is in charge of the construction of a new Energy from Waste plant which will be operated by Viridor and produce enough power to supply 15,000 homes. At the beginning of 2013, he oversaw a strategic agreement between PCC and British Gas which will result in domestic efficiency works to around 2,300 homes in the city. In June 2013 an EnPC contract that is open to all English councils was put in place with Honeywell. The Council also has a framework for the provision of roof and ground-mounted solar plant which is open to all public sector authorities. John is also responsible for the council leading on a Collective Energy Switching scheme on behalf of 12 other founding authorities which has seen 3593 households switch their supplier to date. The UK’s first SME switch has also recently been launched with Peterborough leading on this.
John also has overall responsibility for a range of front-line and back office services, most notably PCC’s strategic partnerships with Serco, Enterprise (now AMEY) and Vivacity (Peterborough’s leisure and culture trust).
